I saved my lucky bamboo by planting it in soil. I planted it in a self draining pot with regular potting soil. It has never looked better. Now its a deep rich emerald green. I still give it fertilizer but only once every few months or so. Make sure it's in bright indirect sunlight and moist but not wet soil. I only water mine when the soil starts to dry out. I buy a liquid fertilizer concentrate made by SHULTZ. You only have to add a dropper full to the water and water it. This bottle lasts well over a year and I use it on all of my plants. 1 tablespoon epsom salts
1 teaspoon baking soda
1/2 teaspoon saltpeter
1/4 teaspoon household ammonia
8 pints (approx 4.5L) warm water
mix and use once a month in place of regular watering
for acid-loving plants add 4 drops white vinegar

your bamboos need more sunlight and some fertilizer.
and yes you can fertilize water plants but I usually go to the store and get water based fertilizers for them such as AquaGro.
